Why industrial skills development in Africa now? It summarises the issues around industrial skills development behind the rapid economic growth in Africa, and introduces the objectives and features of the project.
The aim of this policy brief is to explore the relationship among schooling, cognitive skills, and socioemotional skills in two African countries—Ghana and Kenya. It also assesses the association of these skills with labor market outcomes, with a special focus on women and youth.

The research aimed to capture the multiple skill dimentions of garment producion workers in Ethiopia and assessed garment workers' production skills and the skills perceived by factory managers and trainers.

本論では、アフリカにおける労働需要に見合った人材育成の現状と課題を概観した上で、国際協力機構(Japan International Cooperation Agency:JICA)がTVET 支援を実施しているガーナとウガンダ、そして政府から支援要請があがっているマラウイを対象とした現地調査をもとに、教育セクターから見たTVET について整理し、現状分析に基づいて、アフリカにおけるわが国のTVET 支援のあり方について具体的な提言を行う。

The paper gives a general outline of present conditions and issues concerning human resource development suited to labor demand in Africa, shall present research on TVET viewed from the education sector based on field surveys conducted in Ghana and Uganda, where JICA provides TVET assistance, as well as in Malawi, where the government demand for assistance in this area is growing. In addition, based on this analysis of the present situation, the authors aim to provide concrete recommendations concerning the Japanese TVET assistance in Africa.

本論では、(1)アフリカの土着の教育思想への回帰を目指して実施あるいは提案された教育モデル(2)イスラム教育を概観する。(1)では、ケニアのハランベー学校、タンザニア初代大統領ニエレレが提唱した「自立のための教育」(Education for Self-reliance)などを中心にアフリカ各地での原点回帰の教育論を見ていくこととする。(2)のイスラム教育は、多くの場合、欧米型のいわゆる「学校教育」とパラレルワールドを形成し、かなり組織だったものも多い。本論では、そうした中でも特に「学校教育」との融和を図っている例、相互補完が可能と思われるケースを紹介する。

"This paper will examine how far external and internal factors have influenced secondary education policies from colonial period. Especially, it will compare vocationalization policies (shifting curricular focus from academic to employable skill preparation) in the colonial period (the 1920s-30s) and the present against the social, political, and economic backgrounds of the different time periods.

The aim of this paper is to provide a landscape view of the values and justifications of different types of vocational education, specifically in Africa. At first, the paper will review the justifications of vocational education. The paper reveals that there are other reasons that governments do not give up this form of education. The analysis will serve to better understand and consider the vocational education in Africa.
